MINUTES
The minutes of the last meeting were agreed
as a true record on a proposal by Steve Johnson (CSMA) seconded by Martin
Pratt (Chester MC).
MATTERS ARISING
CHAIRMAN'S REPORT
The Chairman stated that it had been a bad year
for motorsport, the Foot & Mouth outbreak starting within a month of our
last AGM. The New York terrorist incident in September had an effect on
everyone, and motor sport in general had done well to overcome all that had
been thrown at us.
Autotests in the North-West had been the first
motorsport discipline to recommence after F&M, and clubs got on with the job
with commitment.
Motor sport coverage on TV had increased during
the year, especially World Rallying but also National events.
The sad and sudden death of Tim Sargeant at the
end of the Autotest season had been a sad loss to the sport in general, and
North-Western Autotesting in particular. Tim was particularly supportive of
the ANWCC and was a willing advisor to everyone in the sport.
Inter-Association events had been curtailed to an
extent. The Autotest and Trials Inter-Association events had been held with
ANWCC represented. The Road Rally event had been held in the South-East but
the Stage Rally and Off-Road events had been cancelled due to the F&M.
The MSA still creates problems for itself,
despite Colin Hilton, who visited us during the year and presented a
refreshing openness, becoming the Chief Executive. The MSA has many issues
to address - tyres, stage rally licensing, and the impending Stage Rally
Safety Study Group report following serious incidents on the Cambrian and
Network Q rallies.
The ANWCC Awards Presentation for 2001 had been
held the previous weekend, thanks to Knutsford & District MC who were our
hosts. Also thanks to our guest Russell Brookes for being supportive and
complimentary. The Awards Presentation for 2002 will be hosted by
Lancashire & Cheshire CC in February 2003. Thanks also to Kay Skellern and
Dave Thomas for their parts in the organisation of the evening.
The Chairman thanked all the officials of the
ANWCC for their calm and efficient work during the year, the clubs for their
support and to the representatives for their attendance at the quarterly
meetings. We all hope that 2002 will be a better year for all.
GENERAL SECRETARY
The Secretary had nothing specific to report.
TREASURER
The Treasurer reported that the item queried
in the accounts presented at the last AGM had been checked out and found to
be in order.
The Income/Expenditure statement for 2002 was
presented showing an excess income of just over £600 on a turnover of just
over £13,000. Assets of the ANWCC were shown as approximately £7,000.
Computer, printer and scanner shown as a value of about £600 following
depreciation were to be written off, and plans were to replace them in the
near future as they were some five years old.
The balance sheet was accepted on a proposal
by Martin Nield (Lancashire & Cheshire CC), seconded by Martin Pratt
(Chester MC).
CHAMPIONSHIPS SECRETARY
Dave Thomas reported that after a good start
to 2001 registrations ground to a halt just short of the 300 mark when Foot
& Mouth prevented further motor sport for a time. A number of competitors
registered late in the year when events were running again and the final
total for the year was 329, compared with 370 the previous year.
Our Association had come through the year
much better than others as we did get sufficient events in most of our
championships to merit the competition. No PCT's or Hillclimbs had been
held whilst the Historic Rally Championship had seen only two qualifying
rounds run.
In total 59 events were held, compared the
usual 100, and of these there were 31 rallies. Voting for the ANWCC Rally
of the Year had proved extremely tight with the winning event for the
previous two years (North-West Stages) being very narrowly beaten by
Wallasey MC's Promenade Stages which, perhaps ironically, is organised by
many of the North-West Stages team! Top Forest event was North Wales CC's
Cambrian Rally, the club also taking top Road Rally with their Winter Rally,
whilst Vauxhall MG's Astra Historic Stages took the top Historic rally title.
The Awards Presentation had not been as well
attended as in previous years but this was probably due to the lower number
of award winners, nevertheless still well over 200 awards were presented!
Clubs who had paid registration fees in
respect of championship qualifying events that had been cancelled due to F&M
would be credited with the amount against their applications for 2002, and
this was reflected in the accounts for the year.
The Chairman thanked the Championship
Secretary for his efforts during the year, when the workload had not
decreased despite the lower number of events. In fact, in the early days of
the F&M outbreak the work was greater as clubs sought alternative dates,
some of which happened, others didn't.
Following the formality of the necessary
procedures the following officers willing to stand for re-election were
unanimously elected en bloc on a proposal by Mike Cook (Quinton MC) seconded
by Martin Rowe (Ecurie Royal Oak MC):
